Include session in 'user-registering' event.
Motivation:
This would allow IP block lists to be implemented outside of mod_register. In combination with util.async, querying remote services such as DNS block lists would also be doable.

Fixed in https://hg.prosody.im/trunk/rev/1a0b76b07b7a Pushed by accident, also forgot this issue existed.
