Description of feature:
When spammers get hold of a room JID, they will spam it the usual way, except with mod_pastebin it won’t affect any user but instead pollute the pastebin storage, making it slower than it should (I had some 2868746 files there).
mod_pastebin should be made aware that it is loaded on a MUC component and stop accepting pastes from non-joined users.

With trunk it's about as easy as hooking muc-broadcast-message instead of message/bare. In 0.10 and older, not so much.
