What steps will reproduce the problem?
1. Set archiving defaults to `always`
2. Add `ROMEO@MONTAGUE.LIT` to set of JIDs to never archive
3. Receive message from romeo@montague.lit
4. Check archive

Message was not archived

mamprefsxml.lib does not apply JIDprep to JIDs
