#792 "service prosody stop" command doesn't actually stop the service.

What steps will reproduce the problem?
1. Install Prosody on Debian latest stable. (0.9.7-2+deb8u3)
2. Configure it.
3. "service prosody stop"
What is the expected output? What do you see instead?
# ps aux|grep prosody
Expected result: prosody is stopped.
Actual result: it's still running(lua5.1 /usr/bin/prosody). And when I do "service prosody start", prosody claimed it's already running. Killing using a kill command will let prosody start again.
What version of the product are you using? On what operating system?

Please verify that you have the 'pidfile' option set correctly in the config file. Try running `prosodyctl status`, it should tell you if there's a problem with this.

I can confirm, that this also happens with prosody-trunk build 723 on CentOS 6. Checking `prosodyctl status` shows, that `Prosody is running with PID 19960`.
